Maybe it's just a SAI thing, but very often I've uploaded paintings I've done in Paint Tool SAI and when I view it on DA the colors that I shaded softly are now very bold with harsh edges. Check out my latest piece to see what I'm talking about ( The Hollow Cost by BekaDavisStudios ). See all those super annoying purple blotches? I didn't paint them like that.

Why does SAI do this? Do other digital art programs do this? Is there something I can do to fix this?

In addition to what everyone else has already said on here, most art programs have an indicator telling you whether the specific color you are using is a "web-safe" color. Usually you will see an exclamation point or some other indicator as you are selecting colors, but this may not be present in all programs. The most trouble I see people getting into with web-safe colors is vivid reds. Jpegs seem to hate bright reds and I've noticed personally that no matter the save file, my Firefox browser will automatically tone down most of the red colors that near the 255 hue mark.

Obviously it becomes a little difficult if you're not just cell-shading, so one of the best options you can take advantage of is the "View in" option usually under "File". This option will allow you to see how you image will look in certain applications including IE, Safari, Chrome, Firefox, etc...This way you will be able to see how it will look without having to actually save the image repeatedly.
